Position Summary

The Vice President of Incentives & Economic Analysis serves as the organization's lead expert on economic development incentives, compliance, project evaluation, and economic intelligence. This position manages the full lifecycle of incentive projects, from initial financial analysis and impact modeling through agreement execution, compliance monitoring, and reporting.

The Vice President acts as the primary liaison between the Economic Development Corporation, local taxing entities, project stakeholders, consultants, and company representatives regarding incentive agreements and compliance matters. The position is responsible for developing economic impact analyses, conducting advanced data and GIS-based research, forecasting economic trends, and providing strategic intelligence that supports the organization's business recruitment and business retention efforts.

This role combines economic development expertise, financial analysis, public policy, project management, GIS, and data analytics to ensure incentive programs generate measurable economic value for the community while providing accurate and timely information to internal stakeholders.

Essential Duties and Responsibilities

Incentive Program Administration

  • Lead the evaluation, structuring, and analysis of economic development incentive packages.
  • Manage incentive projects through all stages of the approval process, including application review, financial analysis, public presentations, agreement development, execution, and compliance monitoring.
  • Serve as the primary point of contact for local taxing entities, governmental partners, attorneys, consultants, and project stakeholders regarding incentive agreements.
  • Coordinate with company representatives, consultants, and internal staff to gather project information and assess eligibility for incentive programs.
  • Monitor compliance with incentive agreements, performance requirements, reporting obligations, and claw back provisions.
  • Develop and maintain compliance tracking systems and reporting processes.
  • Prepare annual compliance reports and incentive program evaluations for governing boards and partner organizations.
  • Shepherd incentive projects through approval and implementation processes while ensuring coordination among all participating taxing entities.

Economic Impact & Financial Analysis

  • Conduct economic impact analyses for business attraction, expansion, and retention projects.
  • Develop fiscal impact models evaluating effects on tax revenues, employment, wages, capital investment, and regional economic output.
  • Perform cost-benefit analyses and return-on-investment assessments for proposed incentives.
  • Prepare detailed reports, presentations, and recommendations for executive leadership, boards, and public-sector partners.
  • Support strategic planning initiatives through economic forecasting, market analysis, and trend identification.
  • Provide analytical support for incentive negotiations and project evaluation.

GIS, Data Analytics & Research

  • Manage GIS mapping and spatial analysis related to sites, infrastructure, workforce, industry clusters, utilities, and development opportunities.
  • Develop data products, dashboards, maps, and visualizations supporting organizational initiatives.
  • Maintain economic, demographic, labor market, real estate, and industry databases.
  • Conduct competitive benchmarking, industry analysis, workforce studies, and regional economic research.
  • Generate forecasts and trend analyses to inform organizational strategy and target industry development.
  • Produce customized reports, maps, and analytical materials to support the Vice President of Recruitment in responding to RFIs and site selection inquiries.
  • Provide data analysis, economic intelligence, and reporting support to the Vice President of Business Retention for BRE initiatives and existing industry programs.
  • Serve as the organization's primary resource for economic data, GIS products, and analytical reporting.

Strategic & Organizational Support

  • Serve as a subject matter expert on economic development incentives, taxation, economic analysis, GIS, and development policy.
  • Present findings and recommendations to boards, elected officials, public agencies, business leaders, and community stakeholders.
  • Collaborate with internal departments by providing data, research, forecasting, and analytical support for recruitment, retention, marketing, and strategic initiatives.
  • Support grant applications, special projects, and organizational initiatives requiring economic analysis and forecasting.
  • Develop and maintain economic intelligence resources that support informed decision-making across the organization.

Qualifications

Education

  • Bachelor's degree in Economics, Finance, Public Administration, Urban Planning, Geographic Information Systems, Business, Statistics, Data Analytics, or a related field required.

Experience

  • Minimum of 5 years of progressively responsible experience in economic development, economic analysis, public finance, incentives administration, planning, GIS, data analytics, or a related field.
  • Experience working with tax abatement agreements, Chapter 312 agreements, tax increment financing, grants, or other economic development incentives preferred.
  • Experience conducting economic impact analyses, forecasting, and financial modeling required.
  • Experience working with local governments, taxing entities, and public boards strongly preferred.
  • Experience utilizing GIS platforms and economic data tools in a professional setting preferred.

Knowledge, Skills, and Abilities

  • Strong understanding of economic development incentive programs and compliance requirements.
  • Advanced analytical, quantitative, and forecasting skills.
  • Proficiency with economic impact modeling tools and methodologies.
  • Experience with GIS software such as ArcGIS Pro, ArcGIS Online, or equivalent platforms.
  • Strong capabilities in data visualization, dashboard development, and statistical analysis.
  • Ability to interpret financial statements and evaluate project feasibility.
  • Excellent project management and stakeholder coordination skills.
  • Exceptional written and verbal communication abilities.
  • Ability to present complex technical information to non-technical audiences.
  • Advanced proficiency in Microsoft Excel and other data analysis tools.

  • Successful management and compliance of incentive agreements.
  • Accuracy and timeliness of economic impact analyses, forecasts, and fiscal impact reports.
  • Project approval and implementation timelines.
  • Quality and responsiveness of support provided to taxing entities and stakeholders.
  • Development and maintenance of actionable economic intelligence, GIS products, and analytical resources.
  • Timely delivery of data, reports, and analytical support to recruitment and business retention teams.
  • Accuracy and effectiveness of compliance monitoring and reporting programs.
  • Quality and reliability of economic, demographic, workforce, and industry data maintained by the organization.
